עיריית ירושלים, באמצעות הוועדה המקומית לתכנון בניה, החליטה להמליץ להפקדה בוועדה המחוזית, הקמת שכונה חדשה בבירה, מערבית לקיבוץ רמת רחל
התכנית משתרעת על פני שטח בגודל 140 דונם וממוקמת בשטח היסטורי וארכאולוגי חשוב, על דרך חברון ההיסטורית, ובמרחב נופי היסטורי רב ערך, על קו פרשת המים הארצית.
במסגרת התכנית, יוקם במקום מרחב שימושים מעורבים ומגוונים לאורך ציר הרכבת הקלה העתידי, זאת בהתאם למדיניות ציפוף ועירוב שימושים, ובניה לגובה לאורך צירי הרכבת הקלה.
המתחם יכלול שטח למלונאות בהיקף של כ-58 אלף מ"ר, עם כ-1,300 חדרי מלון בבניינים בני 16 קומות לאורך ציר דרך חברון, כולל שימושי תעסוקה. מגדלי מגורים בני 16 עד 45 קומות, עם כ- 3,500 יח"ד. שטחים ציבוריים פתוחים, מבנים ומוסדות ציבור, שטחי תעסוקה ומסחר בהיקף של כ-150 אלף מ"ר.
התכנית מציעה כי 30% מיחידות הדיור (כ- 1,000 יח"ד) מתוך יחידות הדיור המוצעות, יהיו מיועדות להשכרה, זאת כדי לתת מענה לצורך בדירות להשכרה בכלל, וכמענה לתוכניות התחדשות עירונית המקודמות בסביבה.
הוועדה החליטה, על פי הנחיות מנהל התכנון, כי 20% מהדירות המוצעות יהיה בשטח מרבי של 55 מ"ר.
התכנית כוללת בנייה של שלד ציבורי מקיף, המתחבר לשכונות שמסביב ולמערכת הדרכים הקיימת ומתפתחת בסביבת התכנית, ומשלים את תכנון העיר באזור זה.
במסגרת התכנון, מוצע לשמור על אתרים ארכיאולוגיים חשובים, בתיאום עם רשות העתיקות, ולשלבם בשטחים הפתוחים המוצעים בתכנית. בין האתרים המוצעים לשימור: קבר הנזיר, מבנה כבשן הסיד ואמות המים הקדומות.
מעיריית ירושלים נמסר: "עוד בשורה משמעותית ומשמחת לתושבי ירושלים. מדובר בתכנית משמעותית המרחיבה גם את היצע יחידות הדיור למשפחות בבירה. זוהי הדרך הנכונה לשגשוג ולפיתוח ירושלים, אשר מצויה בשנים האחרונות בתהליך מואץ והיסטורי של התחדשות. קידום אלפי יחידות דיור, תעסוקה ומסחר ימנף את ירושלים ויסייע לזוגות צעירים ומשפחות להשתקע בה. כל זאת, לצד שימור אתרים היסטוריים חשובים בעיר הבירה".
